Separation of powers

Paul Madsen is being his amusing self over at ConnectID:

Doesn't the principle of ‘Separation of Powers‘ forbid Kim playing both the legislative and judicial roles, i.e. writing the ‘laws’, and then adjuticating on compliance?

Certainly makes for efficient government.

To which Eric Norman replies:

Well, it never stopped Murphy from sitting in judgement about his law.

Of course this is all about what I claim are laws of computer science, not legal edicts, and the phenomena described are measurable.  We should really end up agreeing about how systems behave, even if we finally disagree about how they should behave.
