{"id":917,"date":"2007-12-19T10:04:20","date_gmt":"2007-12-19T18:04:20","guid":{"rendered":"\/?p=917"},"modified":"2007-12-26T09:56:22","modified_gmt":"2007-12-26T17:56:22","slug":"scotlands-ecare-wins-award","status":"publish","type":"post","link":"https:\/\/www.identityblog.com\/?p=917","title":{"rendered":"Scotland&#39;s eCare wins award"},"content":{"rendered":"<p>Scotland&#39;s eCare has been recognised at an international awards ceremony on good practice in data protection.\u00a0 On Tuesday, 11 December, the Data Protection Agency of the Region of Madrid awarded the eCare framework one of two &#8220;special mention&#8221; awards.\u00a0 The aim of the annual prize is to expand the awareness of best practices in data protection by government bodies across Europe.<\/p>\n<p>I&#39;m really pleased to see the authors of\u00a0eCare recognized.\u00a0They have created\u00a0a system for sharing health information\u00a0that concretely embodies the\u00a0kind of thinking\u00a0set out\u00a0in the Laws of Identity.<\/p>\n<p>A Scottish Executive <a href=\"http:\/\/www.cosla.gov.uk\/attachments\/connections\/connections7supplement.pdf\" class=\"broken_link\">publication<\/a> describes eCare this way:<\/p>\n<blockquote><p>The system is designed with a central multi-agency eCare store in a \u2018demilitarised\u2019 zone (hanging off NHS net), which links to the multiple back office legacy systems operating locally in the partner agencies. This means that each locality will have its own locally defined and unique approach.<\/p>\n<p>All data shared is subject to consent by the client. The system users are authenticated through their local systems, and are only entitled to view the data of their clients. Clients can change their consent status, and as soon as this is logged on the local system the records cannot be viewed by the partner practitioners.<\/p>\n<p><strong>Benefits that the programme will deliver<\/strong><\/p>\n<p>The direct benefit to the citizen will be through improved experience of care. Single Shared Assessment, through electronic information sharing, will reduce the volume of questions repeatedly asked by professionals, as data will only have to be collected from the client once, then shared through the technology.<\/p>\n<p>The Children&#39;s Services stream will focus on the delivery of an electronic Personal Care Record, an Integrated Children\u2019s Services Record, and a Single Assessment Framework for sharing, to benefit both Scotland\u2019s children, and care practitioners. Across the streams\u2019 care groups, practitioners will save time, because core data will be shared, rather than gathered by multiple agencies. This will reduce the possibility of duplicated or inappropriate care. A more holistic picture of the client will be created, which will help to ensure services that more accurately meet peoples needs.<\/p>\n<p>The principal deliverables of the Learning Disability stream are the development of integrated local service records, which will help planning across a range of services, and the piloting of a national anonymised database, which will enable the Scottish Executive to monitor implementation of \u2018The same as you?\u2019 initiative.<\/p><\/blockquote>\n<p>Ken Macdonald, Assistant Commissioner (Information Commissioner\u2019s Office, which provided a note of support for the eCare application) has commented:<\/p>\n<blockquote><p><em>It is wonderful to see UK expertise in data protection being officially recognised in Europe for the second year running.\u00a0 Recent events have highlighted the need to comply with the principles of the Data Protection Act and I am delighted to see the eCare Framework and the Scottish Government setting such a fine example to others not just in the UK but throughout Europe.<\/em><\/p><\/blockquote>\n<p>I hope\u00a0the work is published more broadly.\u00a0 From seeing presentations on the system, it partitions information for safety.\u00a0 It employs encrypted data, not simply network encryption.\u00a0 It favors local administration, and leaves information control close to those\u00a0responsible for it.\u00a0 It puts information sharing under the control of the data subjects.\u00a0\u00a0It consistently enforces &#8220;need to know&#8221; as well as user consent prior to information release.\u00a0 In fact it strikes me as being\u00a0everything you would expect from a system built after wide consultation with citizens and thought leaders &#8211; as happened in this case.\u00a0\u00a0And not surprisingly\u00a0with\u00a0such a\u00a0quality project,\u00a0it uses\u00a0innovative new\u00a0technologies and approaches\u00a0to achieve its goals.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>An anti-catastrophe that should make us all optimistic that progress is possible<\/p>\n","protected":false},"author":68,"featured_media":0,"comment_status":"closed","ping_status":"closed","sticky":false,"template":"","format":"standard","meta":[],"categories":[6,17,8,3,40,5],"tags":[],"_links":{"self":[{"href":"https:\/\/www.identityblog.com\/index.php?rest_route=\/wp\/v2\/posts\/917"}],"collection":[{"href":"https:\/\/www.identityblog.com\/index.php?rest_route=\/wp\/v2\/posts"}],"about":[{"href":"https:\/\/www.identityblog.com\/index.php?rest_route=\/wp\/v2\/types\/post"}],"author":[{"embeddable":true,"href":"https:\/\/www.identityblog.com\/index.php?rest_route=\/wp\/v2\/users\/68"}],"replies":[{"embeddable":true,"href":"https:\/\/www.identityblog.com\/index.php?rest_route=%2Fwp%2Fv2%2Fcomments&post=917"}],"version-history":[{"count":0,"href":"https:\/\/www.identityblog.com\/index.php?rest_route=\/wp\/v2\/posts\/917\/revisions"}],"wp:attachment":[{"href":"https:\/\/www.identityblog.com\/index.php?rest_route=%2Fwp%2Fv2%2Fmedia&parent=917"}],"wp:term":[{"taxonomy":"category","embeddable":true,"href":"https:\/\/www.identityblog.com\/index.php?rest_route=%2Fwp%2Fv2%2Fcategories&post=917"},{"taxonomy":"post_tag","embeddable":true,"href":"https:\/\/www.identityblog.com\/index.php?rest_route=%2Fwp%2Fv2%2Ftags&post=917"}],"curies":[{"name":"wp","href":"https:\/\/api.w.org\/{rel}","templated":true}]}}
