The payload that delivers claims is flexible, but one widely supported standard is SAML.

A number of claim types have already been defined by various bodies for SAML. And anyone can define new claims types.

The Information Card Foundation is planning to play a role in co-ordinating evolution of claims by people in various verticals and contexts, and this work would be standardized in whatever ways are appropriate to the various milieux.

If I want to be able to use the same card for multiple sites, the claims have to be be standardized - same name for the same concept, etc. How is this to be achieved?
